ANDY'S ANSWER: Masterbation is perfectly normal for both boys and girls and I would say that there are not many people who don't indulge once in a while. It's what I call the perfect definition of "Safe Sex". There's nothing wrong with it and there's certainly nothing to be ashamed of, but it is normally something that you would do when you are alone in a private place and there is no chance that someone could potentially walk in on you.
