ANDY'S ANSWER: At age 12 turning 13, your breasts are definitely not finished growing yet.  I'm thinking your breasts have probably filled out some since the sixth grade, but the change just hasn't been dramatic yet, so you haven't really noticed. It can take up to 5 years or longer for your breasts to be fully developed and some girls are still developing right up to the end of their teen years.
